Vermont Agency Issues C&D Grant Proposal

County waste district looks for ways to increase construction and demolition recycling levels.

The Chittenden, Vt., Solid Waste District is accepting proposals for up to $10,000 in grant funding for costs associated with the development of a mixed construction and demolition debris processing facility, to be located in Chittenden County, Vt.

 

A total of $30,000 may be awarded. Deadline for the bid submission is May 21.

 

According to the Chittenden SWD, about 28 percent of the waste generated and landfilled in the county is C&D debris. Last year close to 38,000 tons of C&D debris were disposed.

 

A waste composition study conducted in Chittenden County three years ago estimated that, during the peak of the construction season, the components of this waste stream are as follows: Asphalt shingles 26 percent; treated wood, 17 percent; untreated wood, 16 percent; scrap metal, 11 percent; furniture, 6 percent; drywall, 4 percent; insulation, 4 percent; OCC, 2 percent; and other materials, 12 percent.

 

CSWD wishes to encourage the development of a mixed C&D debris processing facility in Chittenden County that will provide an economic incentive for builders and property owners to divert this material from disposal.

 

Grants are intended to fund costs associated with the development of a business plan, the design, and/or the permitting for a mixed C&D debris processing facility in Chittenden County. Public and private agencies, institutions, organizations, and businesses are eligible for funding.

 

Proposals for funding should include the following components: 1. Description of Proposed Facility. Provide information on how materials will be accepted at the proposed facility, how they will be processed, and which materials will be marketed for recycling or reuse. The proposed location of the facility, if known, should also be included. 2. Proposed Incentives to Customers. Describe the incentives that will be used to ensure that customers deliver mixed C&D debris to the proposed facility. 3. Funds Requested. Describe the activities proposed to be funded by the grant and the amount of funding requested for each activity. (Note: Printed products developed using grant funding will become part of the public record.) 4. Qualifications of Participants. Describe the knowledge, skills, and experience relevant to the proposed project for parties that will be involved in the project. 5. Project Timeline. State the time period for which funding is requested.

 

The selection criteria will include the following: Participants’ knowledge of C&D recycling. 2. Likelihood that the project will be completed and the activities funded will help lead to the development of a mixed C&D processing facility in Chittenden County. 3. Types and potential quantity of materials to be diverted from disposal by the proposed facility.

 

CSWD assumes no responsibility or liability for costs incurred by parties in preparing or submitting proposals in response to this Request for Grant Proposals.

 

Review of proposals will be based upon how well the applicant meets the selection criteria provided by CSWD in this RFGP. Alternate proposals may be submitted. CSWD is the sole authority responsible for the selection of a preferred proposal and reserves the right to reject any or all proposals. All proposals received will be held in confidence until a proposal(s) is selected by CSWD. Terms of any grant and a payment schedule will be negotiated through an award contract.
