Fauquier County, Virginia, is working with consulting firm Gershman, Brickner & Bratton Inc. (GBB), Fairfax, Va., to issue a request for proposals (RFP) for a mixed C&D recycling plant.
The county, located about 50 miles southwest of Washington, D.C., owns and operates a 100,000 tons per year C&D landfill that is scheduled to close in 2007 and is planning to construct a C&D processing/recycling plant with a 400 to 500 cubic yard per hour nominal capacity. In the RFP, the county is seeking “a qualified private contractor to turnkey the design/build of a new C&D processing system located adjacent” to that landfill.
According to a news release issued by GBB, “proposers should have a proven track record of C&D waste processing equipment experience, including field installation, startup/testing and operations.”
GBB’s Bob Brickner says language in the RFP will allow for used equipment to be installed, since the county has a very fast schedule from the start of the proposal process until when it hopes to see a system in place.
The RFP will be issued on Tuesday, April 4, and a meeting will be held at the landfill site on Tuesday, April 18. Sealed proposals are due by Thursday, May 18.
According to Brickner, potential candidates include not only contractors who already successfully operate similar facilities, but could be turnkey equipment suppliers working with sub-contractors.
The RFP will call for the county to own the fixed equipment, and the budget has already been allocated to make the purchases, according to Brickner. In terms of ongoing operations, it is anticipated that tip fees will cover many of the operating costs and Fauquier County will also take responsibility for marketing materials produced.
