The Oregon Department of Environmental Quality (DEQ) has issued a $3,676 penalty to Daniel Fred McFarlane, owner of McFarlane’s Bark Inc., Milwaukie, Ore., for stormwater discharge permit violations. The company is a yard debris and wood waste facility that sells landscaping products.
According to the state DEQ, McFarlane failed to collect and analyze a discharge sample from the facility during the 2008-09 monitoring year, as required by his permit. Permittees are required to sample and monitor their stormwater discharge to ensure their discharges meet water quality benchmarks outlined in the permit.
When McFarlane submitted his 2008-09 discharge monitoring report to DEQ in July 2009, it showed that one of the four required samples had not been collected and analyzed.
McFarlane paid the penalty in full on Jan. 29.
