Oregon DEQ seeks comments on C&D landfill permit renewal

The comments are due by May 31.

The Oregon Department of Environmental Quality (DEQ) is accepting comments from the public on an application that seeks to renew a solid waste permit at the Brown’s Island Demolition Landfill, located in Salem, Oregon. Comments are due by May 31.

The permit would authorize the continued operation of the construction and demolition (C&D) waste landfill in a manner that protects the environment and in conformance with the requirements, limitations and conditions set forth in the permit and in the DEQ-approved operations plan. Marion County’s Public Works Department owns, operates and maintains the facility.

The permit authorizes the facility to continue to accept C&D wastes as defined by Oregon’s Administrative Rule. The waste typically consists of materials such as concrete, bricks, bituminous concrete, asphalt paving, untreated or chemically treated wood, glass, masonry, roofing, siding, plaster, soils, rock, stumps, boulders, brush and other similar material. This facility is also authorized to accept asbestos-containing waste for disposal. No waste may be accepted without prior written approval by DEQ.

Current operations would not change under the proposed renewal.

According to the DEQ, the agency reviewed the solid waste permit file for the facility and found there have been no compliance issues during the past 10-year term of the permit. The most recent compliance inspection was completed on Nov. 2, and the facility was in compliance with all its permit conditions at that time.

Parties interested in commenting on the proposal are asked to send comments to DEQ Permit Coordinator, Denise Miller, by email at miller.denise@deq.state.or.us, or by mail at 165 E. Seventh Ave., Suite 100, Eugene, OR 97401.
