The Ohio Environmental Protection Agency will hold a public information session and hearing Nov. 21, to accept comments on a draft air permit issued to Warren Recycling, Inc., Warren, Ohio.
During the session, representatives from Ohio EPA will answer questions about the draft air permit. During the hearing, which will immediately follow the information session, the public can submit comments for the record regarding the draft permit. Ohio EPA will consider all comments before taking a final action.
The company has asked to modify its existing air permit for its construction and demolition debris landfill so it can accept more waste. The draft permit includes a particulate emissions limit of 72.7 tons per year, or an increase of 47.3 tons per year above what is currently permitted.
Currently, Ohio's C&DD regulations place no limits on the amount of waste a C&DD facility can accept.
Warren Recycling has agreed to accept no more than 1.73 million tons of waste per year, and the particulate emissions limit was calculated by Ohio EPA based on that limit. The draft permit has more stringent limits for the opacity of the dust emissions, which refers to the density of the dust and a person's ability to see clearly through it. In addition, if approved, the final permit would include a dust control plan the facility is currently working to implement.
