Nebraska Calls for Comment on C&D Proposal

State agency is asking residents to weigh in on proposed construction and demolition facility.

 

The Nebraska Department of Environmental Quality, Air Quality Division, has filed a notice, given to the public, on the application of Nickman Brothers LLC for permission to construct non-fugitive a portable recycled concrete and asphalt crushing and screening plant to be used at various locations throughout the state as approved by the Department and to be permanently based in Kearney, Nebraska.

 

Emissions from recycled portable concrete and asphalt stone crushing plants consist primarily of particulate matter (PM) and particulate matter with an aerodynamic diameter of less than 10 microns (PM10) resulting from raw materials handling, crushing, screening, fuel combustion and vehicle traffic. Fuel combustion in the diesel engines and the diesel generator also result in emissions of sulfur dioxide (SO2), nitrogen oxides (NOx), carbon monoxide (CO) and volatile organic compounds (VOC). The maximum non-fugitive potential emissions of regulated pollutants from this source are estimated in the following table.

 

The Department proposes to issue a construction permit with specific conditions, based on Title 129 - Nebraska Air Quality Regulations, which:

 

Require water be applied to product to minimize emissions from process equipment

 

Limit opacity of visible emissions

 

Limit emissions from fugitive dust sources such as haul roads and require abatement control measures as necessary

 

Require compliance with NSPS, Subpart OOO

 

Require testing of opacity to insure compliance with NSPS, Subpart OOO

 

Require recordkeeping to demonstrate compliance with permit conditions

 

Require Department notification for planned location change

 

The proposed permit and supporting materials are available for inspection at the office of the Nebraska Department of Environmental Quality, Suite 400, 1200 "N" Street, Lincoln, Nebraska 68508.

The comment period ends March 18, 2004, will be considered prior to the final decision to issue or to deny the proposed permit.
