Minnesota Agency Calls for Comments on C&D Proposal

Permit seeks to expand operations to handle C&D material.

The Minnesota Pollution Control Agency is seeking public comment on an existing mixed municipal solid waste transfer station and demolition debris land disposal facility in Detroit Lakes, Minn. The permittee is Becker Councy Transfer Station & Demolition Landfill.

If the permit for the facility is approved, it will allow the operation of the facility for a term of five years.

 

Ten years ago the MPCA received and issued a permit to construct and operate the facility. The facility is permitted to handle up to 70 tons per day of material.

 

The permit being sought would authorize the continued operation of the transfer station and the development of the demolition landfill.

The demolition landfill is unlined, however, it has an environmental monitoring system consisting of 2 ground water monitoring wells. A third well will be installed as the development expands. The facility accepts appliances, scrap metal, concrete and shingles for temporary storage prior to recycling. In addition, the facility accepts yard waste for composting.

 

After review of application materials, the Commissioner of the MPCA has made a preliminary determination to approve the application and issue the permit. The MPCA has developed a draft permit. The MPCA will mail a copy of the draft permit to an interested person upon request to the MPCA staff contact.
