The Indiana Department of Environmental Management (IDEM) is accepting public comments on an application submitted by Milestone Contractors L.P., following the company’s request to revise its operating permit for the company’s operation in Ridgeville, Indiana. Milestone, an Indianapolis-based highway, heavy construction and site-development general contractor, is seeking to increase the types of material it can accept to make its aggregate mix. The materials it is proposing to add include blast furnace slag, steel slag and recycled asphalt shingles. The company also has requested approval to perform onsite crushing of recycled asphalt pavement (RAP).
Milestone originally applied for a Federally Enforceable State Operating Permit (FESOP) on Aug. 24, 2011.
According to the IDEM, by applying for the revision, Milestone intends to construct and operate new equipment that will emit air pollutants; therefore, the permit contains new or different permit conditions.
In addition, some conditions from previously issued permits and approvals have been corrected, changed or removed. The IDEM notes that the potential to emit any regulated pollutants and hazardous air pollutants will continue to be limited to less than the TV and /or PSD major threshold levels, respectively.
The IDEM has reviewed Milestone’s application and has developed preliminary findings, consisting of a draft permit and several supporting documents, which would allow the applicant to make this change.
