Illinois city commission votes against permit for Heartland Recycling

Company is seeking to build a C&D facility in the city of Sugar Grove, Illinois.

The Sugar Grove (Illinois) Planning Commission has unanimously voted to recommend denying a special use permit to Heartland Recycling to operate a construction and demolition (C&D) materials processing facility in the city.

According to an online report from the Kane County Chronicle, the late January 2018 decision followed comments from residents made during three days of meetings.

A spokesperson for the Planning Commission says the main reason for the negative decision was the company failing to properly address some environmental problems the company had at a nearby facility in Aurora, Illinois, several years ago. “When they were asked about that violations they had with the Illinois EPA [Environmental Protection Agency], they couldn’t respond,” the spokesperson commented.

The Chronicle article quotes a consultant who represented Heartland Recycling at the meetings as saying the only element found in elevated levels in Aurora was iron, while traces of manganese also were found and an initial detection of selenium was “a false positive.”

The company originally hoped to include a concrete crushing and asphalt processing facility at the site. However, following objections from residents, the company opted to remove that part of the proposal, leaving dirt, rocks and clay as the only material that could be used as fill material at the site.

Despite receiving a recommended denial from the Planning Commission, the company indicates it will still make its proposal to the village board.
