California's Integrated Waste Management Board (CIWMB) has developed a preliminary draft of a model C&D ordinance that municipalities can use to enforce state legislation SB1374, a requirement that such entities must recycle a significant portion of the C&D debris generated in their jurisdictions.
Currently, a data-gathering phase is winding down. According to CIWMB, so much data has been collected, and the model ordinance is so near completion, that instead of a public workshop to receive more information from the public on the suggested copy, the agency plans to just post it on its Web site and have a 30-day public comment period.
At the same time it posts the proposed ordinance, it will provide guidance for municipalities on how to develop their own ordinances. Both documents are expected to be on the CIWMB’s Web site (http://www.ciwmb.ca.gov/) by late November.
