Franchising At Issue in Washington

Lakewood, Wash., limits access to C&D materials.

A “courtesy information” letter has been sent to local construction and demolition generators operating in the city of Lakewood, Wash., informing them that all C&D debris and scrap must be handled by the town’s franchisee. An exception is made for source-separated recyclables.

Recyclers, considered un-franchised haulers, can continue to haul material if they pay a registration tax to the city. The recyclers in the Lakewood area (the town is near Tacoma) worry that the franchising situation in the town could effectively cut off C&D recyclers from receiving material from demolition and construction contractors operating there.

The letter was generated by the Public Works Department on the orders of the town’s City Council, according to sources in the area. City Council recently voted to expand the waste franchise of the current franchise holder, locally owned Lakewood Refuse.
