City Wide Recycling is proposing to operate a new construction waste processing facility in Milwaukee, Wis., in a building that was previously a warehouse. The Wisconsin Department of Natural Resources has prepared an Environmental Assessment for the proposed processing facility that is available for public review and comment.
According to the application, City Wide Recycling would recycle materials at the site from construction debris, including OCC, mixed paper, concrete, metals, plastics and wood. Materials to be recycled would come from construction projects within Milwaukee and surrounding counties.
The application also states that pre-approved contractors would deliver the materials in approved waste collection vehicles. Only sorted materials, staged for delivery to off-site recycling operations, would be stored outside the building in approved containers. City Wide Recycling plans to recycle up to 75 percent of the delivered materials. Materials that cannot be recycled would be hauled to a licensed landfill.
It is expected the recycling facility will exceed 100 tons per day and the DNR must approve the facility operations plan. The department does not anticipate that this project will result in significant adverse environmental effects and has made a preliminary determination that an Environmental Impact Statement will not be required.

Public comments, either written or oral, on the environmental assessment are welcome and must be submitted to Kenneth Hein no later than 4:30 p.m. on October 25, 2006.
