Connecticut Denies Permit to Wood Recycler

The Connecticut Department of Environmental Protection rejects company’s plan to operate at new location.

The state of Connecticut’s Department of Environmental Protection has rejected a permit request by A&M Wood Recycling and Mulch Sales Inc., to build and operate a wood grinding facility in the city.

In its letter, the Connecticut DEP noted the reasons the permit was rejected were two-fold:

1. The application does not satisfy the requirements of subsection 4© of the general permit. Specifically, information concerning the property owner and your legal representative is missing. Additionally, the operation and management plan and site plan lack the detail to adequately evaluate this activity with the requirements for authorization under the general permit.

2. The application is inconsistent with the requirements for authorization under Section 3 of the general permit. Specifically, the Coastal Area Consistency Review Form is incomplete.

While the letter added that once the permit was corrected the company could resubmit its permit, the agency noted that it felt that the business was not suitable for the community in which it operated.

The DEP, in its letter noted that the operation would be too close to residences, as well as the Bridgeport harbor.

In its letter of denial the agency also noted that the company already has received a letter from the city of Bridgeport indicating the company did not have local zoning approval; and has received at least two cease and desist orders from Bridgeport’s Department of Health for operating the wood processing facility.

The letter also noted that the company was operating the wood processing facility without the proper permit required by the Connecticut General statutes, which could result in an injunction and/or penalty.

A&M Wood Recycling had moved from its permitted site in another part of Bridgeport to the controversial location.
