The Oregon Department of Environmental Quality (DEQ) has fined Trails End Recovery
$5,326 for failing to collect required stormwater samples at its Warrenton, Ore., facility. Custom Excavating by Dean Larson Inc. is Trails End Recovery's parent company. The state agency says the company failed to monitor and test stormwater for pollutants in accordance with the company’s permit.
During the 2012-2013 season, DEQ alleges the company failed to collect and test stormwater samples for nitrates, total iron and phosphorous at its Warrenton, Ore., facility, where the company is based.
The company accepts, stores and processes wood debris and other compostable materials, as well as scrap irons and other recyclables that contain the pollutants.Testing for the pollutants is required because of the activity conducted by Trails End Recovery at the facility, according to DEQ.
DEQ says it has issued the penalty because monitoring stormwater discharge is essential in order to evaluate the effectiveness of the actions the company is taking to eliminate or reduce the amount of pollution flowing from the property.
In addition, without monitoring it is impossible to analyze and identify possible harm to the environment or a threat to public health. DEQ says it enforces Oregon environmental laws to protect people’s health and to keep the region’s air, land and water clean and healthy. These compliance and enforcement efforts also help level the playing field by deterring violators who might otherwise have an unfair business advantage over their environmentally compliant competitors, says DEQ.
